The UP-SCALE project, which is part of the Mission Climate-Neutral and Smart Cities, is a joint project of the City of kranj, City of Ljubljana, City ofVelenje, the Jožef Stefan Institute and Envirodual, d.o.o.
The UP-SCALE project aims to implement three pilot projects in Kranj, Ljubljana and Velenje, testing innovative approaches to decarbonisation in different areas.
In the City of Kranj, we will be active especially in the field of sustainable mobility, as we will try to reduce emissions by optimising public passenger transport and developing a route planner for Kranj and its surroundings (MaaS application - Mobility as a Service), as well as by influencing a change in the mobility behaviour of citizens.
The objectives of the project are:
- Testing innovative approaches for decarbonisation in the City of Kranj, Ljubljana and Velenje in different areas.
- Systemic changes in the governance and management structure in all three cities that will contribute to greater efficiency, transparency and responsiveness on the path towards climate neutrality.
While in Kranj the focus will be on decarbonising transport, in the City of Ljubljana the focus will be on the use of excess heat in high-temperature systems (industry, transformers, data centres, sewage systems, etc.). This is one of the measures of the local energy concept and an additional layer in the energy climate atlas of Ljubljana. The City of Velenje will try to reduce carbon emissions from thermal energy consumption in public buildings and residential buildings by using a data management tool (building insulation, year of renovation and construction, renewable energy potentials, etc.).
- The project also foresees the creation of one-stop shops for citizens in all three cities, aimed at awareness raising and education, advice, a testing ground for the development of ideas, the organisation of events and workshops, and cooperation. In Kranj with the digital platform and the MaaS app, in Ljubljana with the Innovation Hub and in Velenje with the Energy and Climate Office. Citizens and NGOs will be invited to co-create the content of the one-stop shops.
- Transfer of knowledge and experience of project results at local, national and European level.
- Collaboration and co-creation with citizens in the dissemination of the project results leading to decarbonisation and the objectives of the Mission Climate-Neutral and Smart Cities by 2030.
